With the help of existing research achievements and practical experience of western countries, the article establishes a model by combining the industrial characteristics. The article takes quantitative analysis and sets 21 observation variables to find out the key factors affecting the development of China's PSI re-use industry. As a result, PSI supply, enterprises' PSI value-added re-use capacity, demand conditions and government policy are the essential factors, in which the former two have greater influence, reflecting the level of value-added re-use for PSI and government policy is more influential than demand conditions. Besides, these four factors can interact each other and form a system to affect the development of the industry.
