The marine economy and scientific research are the new driving forces for long-term, sound development of the social economy in China. It is of vital importance for the development of China's marine economy to determine the direction of adjustment for the industrial structure of the marine economy. Three indexes are constructed in this study from the three dimensions of the adjustment range, rationalization, and upgrading of the industrial structure. The speed and quality of the industrial structure adjustment of China's marine economy since 2001 have been measured by taking the China Statistical Yearbook and Marine Industry Report of China as original data sources. The results show that the adjustment range of the industrial structure of China's marine economy fluctuated significantly. The fluctuations of the growth range have narrowed since 2010. The tertiary industry of the marine economy grew relatively fast, whereas the growth speed of the primary industry was the slowest. In terms of adjustment rationalization and upgrading, adjustment of the industrial structure of China's marine economy has gradually entered the orderly stage from the disorderly stage, and the marine economy has gradually moved into the intensive management stage from the extensive management stage.
