With the prominent contradiction between man and land and the lack of land resources, people gradually turn their attention to the ocean, which has become an important strategic point for human beings to achieve sustainable development. The development of the ocean has gradually caused various problems, such as the depletion of marine resources, the shortage of marine technology progress, the irrationality of marine structures, and the pollution of ecological environments. How to identify the important factors that affect the development of the marine economy has become an important means to promote the development of marine economy. Therefore, this article identifies the top-level factors that affect the development of the marine economy by building an analytical system structure model and then concludes that technological innovation is the top-level factor. Then, this study used the vector autoregressive model to analyze the impact of top-level factors on the development of the marine economy and concludes that the impact of technological innovation on the development of the marine economy is a medium- and long-term positive impact.
