High and new technology is the future development direction of technology and industry in China, which is the commanding point of technology competition among countries. With the economic globalization, TI has been paid attention. MSTSMEs has become the decisive factor for the comprehensive national strength competition. With the development of one belt, one road strategy, marine economy and marine technology innovation have become an important part in sustainable economic development. However, marine science and technology small and medium-sized enterprises (Hereinafter referred to as MSTSMEs) play an important role in China's marine economy, which makes an important contribution to China's marine high-tech. This paper selects the data of marine science and technology (Hereinafter referred to as MST) enterprises in the Bohai Rim region in 2018. Through DEA Malmquist index method, this paper analyzes the technological IE of MSTSMEs. Based on the two aspects of input and output, this paper constructs an evaluation index system, which will better analyze the reasons for the differences in technological IE (Hereinafter referred to as IE). Finally, some suggestions are put forward.
