Under the background of world ocean development, marine economy has become one of the focuses of China's economic development, and marine economy has become a new focus in China's national economy. Therefore, studying the fishery output efficiency of coastal provinces and cities in China, and then planning and adjusting the sustainable development of fishery resources, have important guiding significance for how to make the marine fishery resources benefit human beings to the greatest extent and for a long time. This paper used Malmquist index method to calculate the total factor productivity of marine fishery and its decomposition indexes in the whole coastal provinces and urban areas as well as in each coastal province and urban area, and then used σ convergence method to test the convergence and divergence of the total factor productivity of marine fishery during the investigation period. Through empirical analysis, this paper holds that the growth of marine fishing industry in coastal provinces and cities in China is still at the stage of input growth, and the overall efficiency of technology utilization is relatively low.
