Under the requirement of innovation-driven development, the industrial economy of coastal small towns must implement the strategy of scientific and technological innovation. The industrial economy of coastal small towns has become an important force to promote economic development, promote scientific and technological innovation, slow down the pressure of social employment, improve the social and economic structure, and promote the prosperity of urban and rural markets. This paper analyzes the spatial evolution and layout planning model of the industrial economy of coastal towns with characteristics, improves the spatial planning ability of industrial economy of small towns with coastal characteristics, and promotes the optimization of industrial structure of small towns with coastal characteristics. The effectiveness evaluation model of spatial evolution layout planning method of coastal characteristic small town industrial economy is proposed based on output driven hypothesis model, adopts principal component analysis method to carry on the spatial evolution layout planning and design of coastal characteristic small town industrial economy, establishes the effective target parameter model of spatial planning, and makes an empirical analysis on the spatial evolution layout planning pattern of coastal characteristic small town industrial economy, under the condition of innovation driving. Realize the optimization planning and design of the spatial evolution layout of the industrial economy of small towns with coastal characteristics. The results of empirical analysis show that the model can effectively realize the spatial evolution layout planning and design of the industrial economy of coastal towns with characteristics, and improve the industrial economic benefits and output efficiency of small towns with coastal characteristics.
