This paper collects eight years of data from 2007 to 2014 from seven major types of registered seaport enterprise s in Shandong Province in China, by using the production function method to calculate seaport enterprise s' capacity utilization performance, and further analyze and compare difference between different types of seaport enterprise s. In terms of capacity utilization distribution, the current overcapacity phenomenon is more concentrated in large and medium-sized state-owned seaport enterprise s. In the new round of de-capacity progress, state-owned seaport enterprise s will face greater pressure. In the 13th Five Year Plan period, actively and properly handle this overcapacity issue existing in seaport enterprise swill be significant for economy to maintain a medium and high growth speed.
