The basic characteristics of modern marine finance are the coexistence of policy finance and commercial finance, openness and exclusiveness, and the combination of industry and finance and financial agglomeration complement each other. Modern marine financial instruments include bank loans and credit guarantees, marine funds, corporate bonds and asset acclimatization, financial leasing and marine insurance. At present, China is facing great opportunities to develop marine finance. It is suggested that the Chinese government should support the establishment of marine financial element aggregation zones and promote the rapid rise of China's marine financial industry in the mode of “three funds, one bank and one think tank”.
