Taking Shanghai, Ningbo, and Nantong in the offshore areas of the Yangtze River Economic Belt in China as the examples, this paper attempts to analyze systematically the development of environmental carrying capacity (ECC) of marine resources on the basis of constructing an evaluation index system consisting of marine economic development, marine resource endowment, marine ecological environment, and marine science and technology culture subsystems. The results show that the evaluation of the subsystems for marine resource ECC in Shanghai, Ningbo, and Nantong were quite different; the overall ECC development level of marine resource in each region is satisfactory; and Shanghai ranked first in the ECC development level of marine resource, followed by Nantong, and Ningbo was last. In the future, China should focus on scientific and technological progress and ecological environmental protection to promote the level of marine ecological environment carrying capacity in China.
