Our government has been exploring the flexible system of China's marine economy, which is compatible with China's national conditions and should be coordinated by the cities in the marine economic concentration areas in the support of all people. However, with the rapid development of China's marine economic elasticity (CMEE) undertaking, important issues, such as the fair distribution of cities in marine economic concentrated areas and the origin of such inequality, have been neglected. This paper uses CMEE to make an empirical study of the current situation of spatial–temporal differentiation and macroeconomic development in China and then makes a correlation analysis between the projection of the production frontier, the temporal–spatial differentiation, and the dynamic changes of macroeconomic statistical data structure. The study finds that, from the results of spatial–temporal differentiation and the structural changes of macroeconomic statistical data, we can see that technological changes show and are complete. The change of factor productivity shows obvious homotropy, which indicates that the low level of science and technology and the factor of economic scale have become the main factors restricting the spatial and temporal differentiation and the development of macroeconomic zones. On the basis of empirical analysis, this paper puts forward measures to promote spatial and temporal differentiation and macroeconomic development.
