Accelerating the construction of transoceanic international trade (TIT) is of great significance to improving people's livelihood and promoting social harmony and stability. At present, there are mainly three types of TIT financing modes in China, namely, build-operate-transfer (BOT), private finance initiative (PFI), and public–private partnership (PPP). This analysis with the fuzzy optimum decision-making model finds that the PPP mode is the most suitable financing mode for TIT projects in Beijing. This paper uses the analytic hierarchy process (AHP)-based gray relational analysis method to evaluate the risks of the TIT PPP projects. The major risks that were found in the PPP project in Beijing are: design and construction risks, operation and maintenance risks, and market risks. The risks of major sectors involved are as follows: the private sector bears the greatest risk, followed by the government sector, and banking institutions and insurance companies take the smallest risk.
