Because of its own advantages, the marine industry in the blue economic zone has formed a unique industrial layout. However, in recent years, affected by many aspects such as ecological damage, environmental pollution and excessive bearing pressure, there are many problems in the layout of marine advantageous industries in the Blue Economic Zone, and the quantitative selection of the leading industries in the green economy needs to be solved. Based on the theory of industrial layout and the theory of advantageous industries, this paper starts from the concept of “marine advantageous industries”, analyzes the quantitative selection indexes of the leading industries of green economy in coastal cities, and the construction of the index system should follow the principles of objectivity and feasibility. From the perspective of the stage characteristics of economic development, according to the neoclassical macroeconomic theory, this paper constructs a quantitative selection model of industrial relevance to the level of economic development, and carries out dynamic equilibrium. Taking the industrial data of a coastal city in Shandong Province from 2013 to 2019 as an example, the environmental carrying index is calculated, and the leading industries of green economy in coastal cities are selected quantitatively, further reducing the scope of industrial alternatives.
