With the development of socialist market economy, the reform of China's economic system has achieved a historic leap. In this process, the functions of industrial and commercial administration can meet the needs of the society to a certain extent through a series of adjustments and reforms, but there are still some problems in the improvement of management ability. Therefore, this paper puts forward a strategy for the improvement of industrial and commercial administration ability of port type parks. This paper analyzes the basic functions and existing problems of the current industrial and commercial administration, from the perspective of economic and social development, the transformation of government functions and the development of industrial and commercial administration, focusing on the analysis of the necessity and urgency of the transformation of industrial and commercial administration functions to service type, and puts forward specific countermeasures for the development of industrial and commercial administration service enterprises. From the aspects of building a good market competition environment, strengthening factor guarantee and improving the service level of the team, the paper puts forward the countermeasures and suggestions for developing service-oriented industry and commerce. The comparative experiment results show that the proposed strategy for improving the industrial and commercial administration capacity of port park has better research results and the strategy is feasible.
