The investment scale of regional marine industry is gradually expanding. In order to avoid the occurrence of investment risk, the investment benefit evaluation system of regional marine industry is adopted to study the investment benefit, but the evaluation error of this system is large. Therefore, in this study, a new evaluation system of regional marine industry investment efficiency is designed. Under the combination of static analysis, comparative static analysis and dynamic analysis, the evaluation index set of marine industry investment is constructed. The expert survey method and the two comparison method are used to determine the index weights of the criteria layer and the index layer, set the evaluation index weights and evaluation principles and design the investment evaluation model of the marine industry. So far, the design of the evaluation system of regional marine industry investment efficiency has been completed. Through the case analysis, it can be seen that the number of errors in this evaluation system is lower than that in the original evaluation system. Therefore, the evaluation ability of the design evaluation system is better than the original evaluation system.
