With the deepening of national fitness, people are more interested in leisure sports at sea. Leisure sports at sea changes people's purpose of taking part in physical exercise from simple physical exercise to a comprehensive goal integrating lifestyle, psychological needs, cognition and civilization. In this context, the influential factors in industrial resources development of leisure sports at sea was analyzed by the improved analytic hierarchy process (AHP). Firstly, the index system was established and the index was processed. Then, the judgment matrix was constructed and improved to calculate the index weight. Finally, the consistency test and hierarchical sorting were carried out successively. To test the effectiveness of the improved analytic hierarchy process (AHP) on influential factors of the industrial resource development of leisure sports at sea, the example analysis is carried out, and it is concluded that the environmental conditions have the highest impact, followed by the development conditions, and the participants rank the third.
