The ocean accounts for about 71% of the earth's area, which has significant available resources. Therefore, the marine mining economy will one way to alleviate the crisis of human survival. Generally speaking, developed countries are marine economic powers, such as the United States and Europe. At present, economically developed cities and industrial clusters are distributed along the coastline of the Pacific and Atlantic oceans. Therefore, China must strengthen its important strategy of developing its marine economy. Through the establishment of new areas as a pilot, China can set up coastal cities as an important carrier for development of the marine economy, which is an important measure in line with the national development strategy. Through the establishment of new port areas, China has promoted the development of industrialization and can optimize and upgrade the construction of port logistics, which improves the quality of urban development in China and is an effective choice for Chinese coastal cities to develop a regional economy to tap the marine economy. Therefore, the construction of new port areas and the development of port logistics are important carriers, and the construction of port new zones and port logistics is of great significance, which emphasizes the importance of personnel training, internal and external balance, and environmental protection.
