The development and utilization of the coastal marine environment have caused serious pollution to the marine environment while bringing great wealth to human kind. This study takes the perspective of the legal prevention and control of coastal marine environmental pollution and studies the legal guarantee system for the development and utilization of the coastal marine environment. For this, the article analyses the important role of the development and utilization of the coastal marine environment in the national economy and the increasingly severe pollution of the coastal marine environment. The study found that insufficiencies in legal basis, enforcement coordination, and judicial relief are the main problems in the legal guarantee system of China's coastal marine environmental pollution; the discontinuous legislative system, imperfect enforcement system, and professional trials in a new and inexperienced court system are the main causes of these problems. Finally, the study suggests three countermeasures: improving the legislative system, innovating cooperative mechanisms, and strengthening judicial protection. The research findings enrich the research on the legal theoretical system for the development and utilization of the coastal marine environment and have certain theoretical value.
