The 21st century is an era of ME, which has become a basic part of the global economy and an important wealth of human sustainable development. With the deepening of marine development, marine economy has developed rapidly, which has become a new economic force that can't be ignored in coastal areas of China. However, the early marine economy is an extensive resource consumption economy, which has caused great harm to the marine ecological environment. Therefore, we need to build a comprehensive evaluation system, which will comprehensively reflect the development of regional marine economy. By formulating marine economic policies and development plans, regional governments can evaluate and regulate the development trend of marine economy, which will provide better support and auxiliary decision-making. Through the multiscale and comprehensive evaluation, this paper can make clear the economic strategy of the ocean. Then, this paper analyzes the gray prediction model of ME, which will better reflect the future development of China's marine economy.
