The main interests of marine ecotourism and the demands and conflicts of resource stakeholders have an important role and impact on the sustainable development of marine ecotourism, and it is urgent to formulate reasonable countermeasures. Based on this, this paper first studies the theory of interest and resource stakeholders of marine ecotourism, then analyzes the main interest and resource development subjects and their demands of marine ecotourism, and finally gives the development strategy of marine ecotourism from the perspective of interest and resource development.
