The unique geographical environment of the Republic of Venice determines the particularity of relying on trade. Since the founding of the people's Republic of Venice, the national policy of “building the country by commerce” has been established. First of all, the state was responsible for actively developing the market, maintaining market order, vigorously building the infrastructure of major navigation routes, and establishing the state-owned merchant ship muda system; secondly, the commercial organizations innovate the business forms and establish the ocean trade insurance system. It was on the basis of the above comprehensive system that Venice maintained its prosperity for nearly 1000 years in the medieval times.
