The Marine Economic Development Demonstration Zone is a platform to undertake regional marine functions, including innovation of marine economic systems and mechanisms, marine industry agglomeration, land and sea integrated development, marine ecological civilization construction, and marine rights and interests protection. During the 13th Five-Year Plan period, China proposed an important deployment for the construction of marine economic development demonstration zones, which further optimize the layout of marine economic development. By exploring new ways of marine resource protection and development and new modes of integrated marine management, the new port area can improve the comprehensive competitiveness of the marine industry. In 2018, the Guiding Opinions on Promoting the Construction and Development of Marine Economic Development Demonstration Zones were issued, which was deployed to further promote the construction and development of Marine Economic Development Demonstration zones. The Guiding Opinions clearly plan to establish 10–20 demonstration zones in 2020. This paper first analyzes the shortcomings of Zhoushan Port new area. Finally, combined with Zhoushan's own conditions, this paper further puts forward the development path and countermeasures of new port area construction.
